This bill amends the Federal Water Pollution Control Act by directing the Administrator of the Environmental Protection Agency to establish a new grant program. Within 180 days of enactment, this program will provide financial assistance to publicly owned treatment works (POTWs). The grants are specifically designed to support the planning, design, and construction of treatment facilities for preventing, limiting, or treating the discharge of emerging contaminants , such as perfluoroalkyl and polyfluoroalkyl substances (PFAS). They also help POTWs comply with related pretreatment standards and effluent limitations. The federal share of the cost for activities funded by these grants will be at least 75 percent of the total estimated cost. The non-federal share can comprise public and private funds, in-kind services, and financial assistance from State water pollution control revolving funds. To fund this initiative, the bill authorizes an appropriation of $200,000,000 for each of fiscal years 2026 through 2028.
