This legislation amends Title 18 of the United States Code to strengthen crime victims' rights, particularly concerning notification of plea agreements. It expands the types of agreements for which victims must be notified to include nonprosecution agreements , in addition to existing plea bargains and deferred prosecution agreements. Crucially, the bill establishes a new mechanism for victims to enforce their rights. If the Government enters a plea bargain or deferred prosecution agreement and fails to provide timely notification to the victim as required, the victim is authorized to bring a civil action against the Government in an appropriate U.S. district court. This action allows the victim to enforce any remaining applicable rights under the victims' rights statute.
