This bill establishes the National Manufacturing Advisory Council within the Department of Commerce, to be formed within 180 days of enactment. Its core mission is to facilitate communication between the Federal Government and the U.S. manufacturing sector, including its workforce, and to advise the Secretary of Commerce on relevant policies and programs. The Council will annually produce a national strategic plan with recommendations to ensure the United States remains a preeminent destination for manufacturing investment. The Council's duties include providing independent advice on manufacturing issues, assessing the impact of technological developments, critical production capacity, and emerging defense needs on U.S. competitiveness. It will identify global and domestic manufacturing trends and threats, such as supply chain interruptions and logistical challenges, and offer recommendations. A significant focus is on the manufacturing workforce, advising on worker participation, training, education priorities, and adapting to new technologies. The Council will also recommend ways to improve job access and career advancement for underrepresented populations and promote employee ownership structures. Membership will comprise individuals with diverse manufacturing experience from private industry, academia, and labor, appointed by the Secretary for three-year terms. This new Council will also assume all functions, personnel, and assets of the existing United States Manufacturing Council.
