This bill establishes a grant program, to be administered by the Secretary of Agriculture in direct consultation with the Secretary of Housing and Urban Development. The program's primary goal is to provide funding to eligible entities for modifying and upgrading structures to serve as interim and permanent housing for unhoused individuals and families who have pets. Grant funds can be used for acquiring, renovating, rehabilitating, or constructing properties, covering pet-related operating costs, and training staff and volunteers in basic pet care. Housing assisted by these grants must meet specific requirements, including making supportive services like mental health and employment assistance available to occupants. Additionally, basic veterinary care and behavioral support for pets, such as spay/neuter, vaccinations, and wellness exams, must be provided, ideally on-site. Managers of these housing facilities are required to coordinate with public services, local veterinary providers, and Continuum of Care entities. Eligible entities, which include local governments and nonprofit organizations, must submit competitive applications detailing their plans, identified needs, and partnering organizations. The bill authorizes an appropriation of $5,000,000 for each of fiscal years 2026 through 2030 to carry out this program.
