This legislation mandates the comprehensive modernization of information technology systems and applications for the Bureau of Industry and Security (BIS) within the Department of Commerce. The primary goal is to enhance BIS's ability to effectively use its authorities by adopting cutting-edge data fusion, analytics, and decision-making capabilities , along with supply chain illumination tools and commercial data sets to streamline export license adjudication and assess global industrial relationships. The modernization efforts, to be carried out by the Under Secretary of Commerce for Industry and Security through fiscal year 2030, include replacing primary IT systems with a unified environment for case management and external data analysis. These efforts will also improve processes for maintaining lists of foreign threats, such as the Entity List, to support enforcement activities against military end users and identify evasive trade patterns. Additionally, the bill emphasizes expanding modern data sharing interfaces with industry, federal agencies, and international partners, while ensuring new IT solutions enhance productivity, cybersecurity, and user experience. To fund these initiatives, the legislation authorizes an appropriation of $25,000,000 for each of fiscal years 2026 through 2029 , subject to the availability of appropriations.
