This legislation aims to increase voter access by integrating voter registration information into various housing transactions. It directs the Bureau of Consumer Financial Protection (BCFP) to create a uniform statement detailing how individuals can register to vote and outlining their voting rights. This statement must be developed in English and the ten most commonly spoken languages by individuals with limited English proficiency, ensuring broad accessibility. The bill mandates that this uniform statement be distributed at several key points within federally assisted housing and mortgage processes. Specifically, public housing agencies and owners of federally assisted rental units must provide the statement to lessees when signing leases or receiving income verification forms. This requirement applies to both public housing and Housing Choice Voucher programs. Furthermore, creditors are required to furnish the statement to applicants for residential mortgage loans within five business days of receiving an application. For properties secured by federally backed multifamily mortgage loans , owners must provide the statement to lessees when their lease is signed. The bill explicitly states that no individual is required to complete a voter registration application, and it authorizes relevant federal agencies and the BCFP Director to issue necessary regulations to implement these provisions.
