This bill amends the Higher Education Act of 1965 to establish a special rule for members of the reserve components of the Armed Forces concerning Public Service Loan Forgiveness (PSLF). It allows months of military service to be counted as qualifying payments, even if the borrower was not employed full-time in a public service job at the time the payment was made, provided the payment otherwise met PSLF requirements. For a full year of covered service , all months are deemed qualifying, while for a partial year of covered service , up to six months can be counted toward forgiveness. To facilitate this, the bill mandates an annual data matching process between the Department of Defense and the Department of Education. This joint effort will identify eligible individuals, certify their service years, and automatically count qualifying payments without requiring additional action from the service member. A full year of covered service is defined as earning at least 80 retirement points, and a partial year as earning 50 to 79 points, ensuring their military contributions are properly recognized for student loan forgiveness.
