SIPS Act

This legislation seeks to codify a proposed rule from the Federal Acquisition Regulatory Council to prevent certain federal agencies from procuring or mandating the use of paper straws. It stipulates that any straw provided by a covered agency during contract performance in a government facility must possess the strength and durability of a plastic straw. Additionally, individuals or entities bidding for contracts with these agencies must represent that they do not promote paper straws or penalize plastic straw use, and will not provide paper straws. They must also guarantee that any straws supplied under a contract meet the required strength and durability. The specified covered agencies include the Office of Management and Budget, the Department of Defense, and the General Services Administration, among others.
