The Affordable Housing Resident Services Act establishes a new grant program under the Secretary of Health and Human Services, specifically through the Director of the Administration for Children and Families (ACF). This program will annually award competitive grants for a term of five years to eligible recipients, including entities with experience in owning or managing qualified properties, or delivering resident supportive services, as well as tribes and tribal organizations. Priority will be given to mission-driven, non-profit entities, and it is explicitly stated that services provided must be voluntary for residents. Grant funds are designated to cover costs associated with activities undertaken by service coordinators, with up to 75 percent for direct services and at least 25 percent for the service coordinators' salary, benefits, and training. Eligible activities include increasing access to health services (including mental health), providing educational opportunities like after-school programs and college readiness, and enhancing economic self-sufficiency through financial literacy and homeownership assistance. The program also supports older adults to age in place and enables residents with disabilities to live independently, alongside assisting residents in accessing public benefits. Qualified properties encompass a wide range of federally assisted housing, such as those under the low-income housing tax credit, Section 8, and supportive housing programs for the elderly and persons with disabilities. Grant selection criteria emphasize the potential to provide new or more effective services, the likelihood of achieving objective outcomes, and the applicant's experience and partnerships with local organizations and healthcare providers. The Director is required to coordinate with the Department of Housing and Urban Development, and grantees must submit annual reports detailing the impact of their activities, which will be made publicly available.
