The "Proving Residency for Overseas Voter Eligibility Act," or PROVE Act, amends the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) to introduce new requirements for nonmilitary overseas voters. Specifically, it mandates that these voters must provide a verifiable mailing address within a State to receive an absentee ballot. This address must be either the voter's current residence or that of a spouse, parent, or legal guardian. If a nonmilitary overseas voter fails to provide this required residency information, they will be permitted to vote in a regularly scheduled general election for Federal office in the District of Columbia , and will be considered a D.C. resident for that specific election. The new residency requirement does not apply to absent uniformed services voters . These provisions are set to take effect for all elections held during 2026 and subsequent years.
