This legislation aims to improve the commercialization of technologies developed under the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, particularly through enhancing the understanding and utilization of Phase III acquisitions by the federal acquisition workforce. The bill mandates that the Small Business Administration Administrator, in coordination with other federal agencies, establish training for contracting officers and agency acquisition personnel. This training will educate them on all aspects of Phase III acquisitions, including the use of Phase III agreements, data rights , and the execution of sole source award contracts . Furthermore, the legislation requires Procurement Center Representatives to advocate for the maximum practicable use and transition of SBIR/STTR products and services to Phase III awards. It also directs federal agencies to develop simplified and standardized procedures and model contracts for Phase I, II, and III awards, and to issue clear guidance for small businesses seeking Phase III eligibility.
