To authorize an annual strategic dialogue to return democratic rule to Belarus, and for other purposes.

The primary goal of this dialogue is to facilitate the return of democratic rule to Belarus, encompassing efforts to support free and fair elections within the country. Key provisions of the dialogue include supporting the day-to-day functions of the Belarusian democratic movement and ensuring Belarusians living abroad have access to essential services. It also addresses the political, economic, and security impacts of events in Belarus and Russia on neighboring countries. Furthermore, the bill aims to ensure accountability for the Alyaksandr Lukashenka regime through sanctions for its human rights abuses and support for Russia's aggression in Ukraine. The dialogue will also work to facilitate the release of political prisoners and support Belarusian language, cultural programs, independent media, and civil society to restore democratic institutions.
