This bill aims to significantly expand and clarify federal disaster assistance for properties with flood-damaged basements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. It ensures that assistance for repairs is not restricted to rooms required for occupancy and covers all mold, mildew, and moisture damage, regardless of its immediate impact on safety or functionality. The legislation mandates that personal property assistance for basements must be at least equivalent to the coverage provided by the Standard Flood Insurance Policy for items located below the lowest floor, covering all damaged building and personal property. It also requires the Administrator of the Federal Emergency Management Agency to revise regulations within six months to broaden eligibility for the Group Flood Insurance Policy . These revisions will allow applicants with prior flood insurance requirements and those residing outside special flood hazard areas to qualify for the Group Flood Insurance Policy. The policy's coverage will be expanded to match the maximum available under the Standard Flood Insurance Policy, specifically including real and personal property components, contents, and mold, mildew, and moisture damage in basements. Additionally, the bill excludes expenses for eligible hazard mitigation measures and premiums for the Group Flood Insurance Policy from the maximum financial assistance amounts provided under the Stafford Act.
