LEAD Act of 2025

This bill, known as the LEAD Act of 2025, seeks to revise how specific unmanned aircraft systems (UAS) are regulated under U.S. arms export controls. It amends the Arms Export Control Act to mandate that "covered unmanned aircraft systems and items," defined as reusable drones controlled under ITAR and listed in the Missile Technology Control Regime (MTCR) Annex, be treated as manned aircraft systems . This reclassification explicitly states that these UAS should not be considered missile technology or launch vehicles for the purpose of U.S. adherence to the MTCR. The legislation further directs the President to amend the International Traffic in Arms Regulations (ITAR) within 180 days of enactment. These amendments will ensure that covered UAS are subject to the same export control provisions and review criteria as manned aircraft, distinct from missile technology. The goal is to facilitate the export of these drone systems by removing them from the more stringent controls associated with missile proliferation.
