This bill, known as the SHOW UP Act of 2025 , requires federal agencies to restore their telework policies, practices, and levels to those in effect on December 31, 2019 , within 30 days of enactment. This action aims to reinstate in-person work at federal agencies to at least pre-pandemic levels. Agencies are prohibited from expanding telework beyond these reinstated levels until they submit a comprehensive study to Congress. This study must analyze the impacts of expanded telework during and after the pandemic, covering effects on agency mission, customer service, costs related to real property and locality pay, and the provision of secure network capacity and equipment for teleworking staff. Any plan for expanded telework must also include a certification from the Director of the Office of Personnel Management . This certification must affirm that the expansion will substantially benefit the agency's mission, customer service, and workforce dispersal, while also lowering real property and locality pay costs, and ensuring secure, productive telework without significant cost increases.
