The Corporate Crime Database Act of 2025 mandates the Director of the Bureau of Justice Statistics (BJS) to establish and maintain a comprehensive, publicly accessible database of corporate offenses. This database will collect, aggregate, and analyze information regarding enforcement actions taken against business entities and individuals for violations of Federal law committed within their occupational roles. The bill defines "corporate offense" broadly to include various types of violations and "enforcement action" to encompass administrative, civil, criminal, and non-prosecution agreements. Within one year of enactment, the BJS Director must publish this database online in a searchable and downloadable format. It will include details such as the names of entities or individuals involved, their employers and parent companies, the type of offense, relevant statutes, the Federal agencies bringing the action, and the outcome of each enforcement action. The Director is also tasked with establishing guidance for Federal agencies to submit this information, ensuring historical data is included where available and that the database is regularly updated. Furthermore, the bill requires the BJS Director to submit annual reports to Congress. These reports will describe the collected data, analyze trends in corporate offenses and recidivism, estimate the impact of such offenses, and provide recommendations for legislative or administrative actions to deter corporate crime. The legislation also amends the Chief Data Officer Council's responsibilities to include improving data practices for corporate offense enforcement.
Referred to the Committee on the Judiciary, and in addition to the Committee on Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
