This legislation mandates the Secretary of Homeland Security to conduct comprehensive biennial surveys of existing tactical infrastructure and technology along the southern border. These surveys, which must begin within 180 days of the Act's enactment, are designed to measure miles of border without infrastructure and describe deficiencies in current structures or technological capabilities. Following each survey, the Secretary is required to submit a report to the House and Senate Committees on Homeland Security detailing the findings. Critically, if any deficiencies are identified, the Secretary shall take necessary actions for their expedited correction. This includes exercising authority to waive all legal requirements to facilitate the rapid repair or replacement of non-operational or functionally impaired infrastructure and technology.
