This legislation aims to subject emergency acts passed by the District of Columbia Council to a more rapid congressional disapproval process. It modifies the District of Columbia Home Rule Act to allow Congress to enact a joint resolution of disapproval, which would prevent such emergency legislation from taking effect or terminate it before the standard review period. Under the proposed changes, emergency acts determined by the D.C. Council to be necessary due to urgent circumstances would take effect immediately upon enactment by the Council. However, the Chairman of the Council would be required to transmit these acts to the Speaker of the House and the President of the Senate within three session days for expedited congressional review and potential disapproval.
Referred to the Committee on Oversight and Government Reform, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
