This legislation authorizes the Secretary of Veterans Affairs to establish a grant program for eligible veterans service organizations (VSOs). The primary purpose of these grants is to support facility and technology improvements within VSOs. Funds can be specifically utilized for repairing or rehabilitating existing facilities, or for acquiring and upgrading essential technology for their operations. To qualify, VSOs must submit a detailed plan outlining their proposed improvements and provide any other information required by the Secretary. When selecting grant recipients, the Secretary must consider the VSO's demonstrated need, the quality of their submitted plan, and their capacity to successfully execute it. Individual grant amounts are limited to the greater of the total project cost or $75,000 . Furthermore, an organization that receives a grant will be ineligible for additional grants under this program for the subsequent five fiscal years, and funds cannot be used for new facility construction or acquisition. The bill authorizes an appropriation of $10,000,000 to fund these grants, with funds remaining available until expended.
