The "Business Uninterrupted Monetary Program Act of 2025" mandates that recipients of certain federal transit and highway grants establish a Business Uninterrupted Monetary Program (BUMP) Fund . This fund aims to provide financial assistance to covered entities , defined as private businesses or nonprofit organizations, that are negatively impacted by interruptions caused by large transportation projects. For fixed guideway capital investment projects, this applies to those with a total cost of $100 million or more, and for federal-aid highway projects, those costing $50 million or more. Project sponsors are required to contribute an amount to the BUMP Fund, which can count towards the non-Federal share of the project cost. This contribution, determined by the local sponsor, must reflect estimated damages and not exceed a specified percentage of the non-Federal share (10% for transit, 25% for highways). The Secretary of Transportation can waive or alter this requirement under certain conditions, such as if an equivalent program already exists or if no interruption is expected. Eligible expenses for compensation from the BUMP Fund include utilities, insurance, rent or mortgage, payroll, and loss of income. Project sponsors must detail how they will determine eligible entities, distribute funds, and verify information. Funds remaining after project completion can be used for operating expenses, project enhancements, or other eligible projects, or returned to the grant recipient. Additionally, the bill establishes a competitive grant program to provide a single round of grants, up to $10 million, to project sponsors for eligible transit projects that began construction after October 1, 2018, and were ongoing as of June 1, 2023, to offer immediate relief to affected businesses.
