This bill proposes to amend the Higher Education Act of 1965 by prohibiting federal funds for institutions of higher education that employ instructors funded by the Chinese Communist Party. Under this legislation, an institution would become ineligible to receive any federal financial assistance for an award year if it employs a "CCP-funded instructor." A "CCP-funded instructor" is defined as an individual who provides direct instruction to students and has received funds, directly or indirectly, from the Chinese Communist Party while employed by the institution. Institutions that lose eligibility can regain it in a subsequent award year by demonstrating to the Secretary of Education that they no longer employ such an instructor. This provision would take effect 180 days after the bill's enactment.
