This bill proposes to advance Captain Thomas B. Hagen , United States Navy (retired), on the retired list of the Navy. Upon enactment, he would be entitled to hold the rank of rear admiral (lower half) while on the retired list. Crucially, this advancement is purely honorary and does not affect his retired pay or any other benefits he receives from the United States based on his military service. Furthermore, it ensures that no benefits to which any other person may become entitled based on his service will be impacted by this change in rank.
