This bill, titled the "Restore and Modernize Our National Laboratories Act of 2025," directs the Secretary of Energy to fund projects aimed at restoring and modernizing National Laboratories. These projects will address deferred maintenance , critical infrastructure needs, and overall modernization, encompassing facilities sustainment, upgrades, and construction of research laboratories, administrative buildings, utilities, and other essential infrastructure. The legislation authorizes an appropriation of $5,000,000,000 for each of fiscal years 2026 through 2030 to carry out these vital improvements, with at least one-third of these funds managed by the Office of Science. Furthermore, the bill amends the Energy Policy Act of 2005 to require the Secretary to implement a comprehensive strategy for facilities and infrastructure across key Department of Energy offices, including the Office of Science and the National Nuclear Security Administration. This strategy will ensure cost-effective means for enabling infrastructure to support current and future science and energy missions by maintaining existing facilities, closing unneeded ones, making modifications, and building new facilities. The Secretary must also submit an annual list of funded projects to Congress and, within one year, provide a detailed report outlining this strategy, including priority lists, a 10-year plan, and funding estimates for each National Laboratory.
