This legislation, known as the PARTNER Act, amends the International Organizations Immunities Act to enhance diplomatic relations. Its core purpose is to authorize the President to extend specific privileges and immunities to various international and regional organizations, under terms and conditions determined by the President. The bill grants the President the authority to extend these provisions to the Association of Southeast Asian Nations (ASEAN) , the European Organization for Nuclear Research (CERN) , the Pacific Islands Forum , and the Caribbean Community . This extension would be consistent with how such privileges are granted to other public international organizations in which the United States participates. Moreover, the Act specifically modifies existing law to extend certain privileges and immunities to the permanent observer mission of the African Union to the United Nations in New York and its members. These privileges would be comparable to those enjoyed by the permanent missions of UN member states, subject to corresponding conditions and obligations.
