This bill establishes a grant program, administered by the Secretary of Agriculture, to promote renewable energy and energy efficiency projects across U.S. territories. Within 180 days, the Secretary must begin awarding grants to eligible not-for-profit organizations for developing renewable energy systems, increasing energy efficiency, and constructing energy storage, smart grids, or microgrids. Grant funds can also be used for training residents in the development and operation of renewable energy infrastructure, but are strictly prohibited for projects involving fossil fuels or nuclear power. The Department of Energy's national laboratories are directed to offer technical assistance to all projects receiving these grants. The Secretary is required to submit annual reports to Congress detailing the program's impact and challenges, along with legislative recommendations. Additionally, the Comptroller General must conduct a study and report to Congress within 180 days on renewable energy potential, microgrid expansion, and energy resiliency specifically within U.S. territories.
