The Congressional Oversight Access Act seeks to prohibit executive branch personnel from using physical force, detaining, removing, or physically interfering with Members of Congress. This protection is afforded to Members who are conducting covered oversight activities , have presented valid identification, and are present on federally controlled property . The prohibition is contingent on the Member not posing a clear and imminent physical threat to persons or property. However, the bill explicitly states that it does not exempt Members from lawful security screenings or building access procedures, nor does it prevent action in response to an immediate physical threat.
