Conversely, if the title addresses a single subject but the bill contains provisions not clearly expressed in that title, only those specific provisions are voided. For appropriations bills, any provision falling outside the relevant subcommittee's jurisdiction or containing non-germane general legislation will also be voided. Furthermore, any person aggrieved by the enforcement of a non-compliant law, or any Member of Congress aggrieved by their chamber's failure to comply, may initiate a judicial action against the United States to seek appropriate relief, including an injunction, with a de novo standard of review .
