The "Reproductive Health Travel Fund Act of 2025" aims to address significant barriers to abortion access created by the Supreme Court's Dobbs decision, which eliminated the constitutional right to abortion and led to widespread state-level restrictions. It authorizes the Secretary of the Treasury to establish a grant program for eligible nonprofit and community-based organizations that assist individuals seeking abortion services. These grants are specifically designated to cover travel-related expenses and logistical support for individuals, including round-trip travel, lodging, meals, childcare, translation, doula care, patient education, and lost wages. Up to 15 percent of the funds can also be used for organizational costs like community outreach and staff training, but funds cannot be used for the abortion procedure itself. Priority for grant allocation will be given to entities serving individuals in jurisdictions with abortion bans or severe restrictions, or those who must travel out-of-state for services. A crucial provision ensures that the federal funding provisions preempt any state, tribal, territorial, or local laws that would prohibit the use of these funds, and federal agencies are barred from cooperating in antiabortion proceedings related to the program. To implement this initiative, the Act authorizes an appropriation of $350,000,000 annually for fiscal years 2026 through 2030 , with the Secretary required to submit annual, confidential reports to Congress on the program's implementation.
