The Brownfields Broadband Deployment Act seeks to expedite the deployment of communications infrastructure by exempting specific projects from certain federal review processes. It stipulates that projects involving the deployment or modification of a communications facility entirely within a designated brownfield site will not be considered a major Federal action under the National Environmental Policy Act (NEPA). Additionally, such projects will not be deemed an undertaking under the National Historic Preservation Act (NHPA). A covered project is precisely defined as the deployment or modification of a communications facility carried out entirely within a brownfield site, and for which a permit, license, or approval from the Federal Communications Commission (FCC) is required or that is otherwise subject to FCC jurisdiction. This legislation aims to reduce regulatory hurdles, thereby facilitating the expansion of broadband services in areas identified as brownfield sites.
Referred to the Committee on Energy and Commerce, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
