Furthermore, the Act authorizes the President to provide grant assistance to non-governmental organizations for election monitoring and assessment. It also mandates sanctions , including visa denial and exclusion from the U.S., against foreign persons who unduly prevent candidates, provide support for such actions, or carry out intimidation against election participants. The President may waive these sanctions under certain national interest conditions and is encouraged to coordinate a multilateral strategy with other countries, particularly in Central America, and promote migrant participation in the elections.
