Ensuring Fee-Free Benefit Transactions Act of 2025

This bill aims to permanently prohibit states and their agents from charging certain fees related to Supplemental Nutrition Assistance Program (SNAP) benefit transactions. It amends the Food and Nutrition Act of 2008 to prevent the imposition of fees on SNAP authorized retailers for Electronic Benefit Transfer (EBT) transactions , including the switching or routing of benefits, and for costs to implement specific provisions of the Act. An important exception clarifies that this prohibition does not apply to costs associated with equipment rentals . The legislation explicitly states that this amendment will supersede prior related provisions from the Consolidation Appropriations Act, 2023, and any agency actions taken under that authority. This Act and its amendments are scheduled to take effect on October 1, 2025, establishing a lasting framework for fee-free SNAP EBT transactions for retailers.
