This legislation, known as the Polisario Front Terrorist Designation Act, aims to address concerns regarding the Polisario Front's alleged ties to state sponsors of terrorism and designated terrorist organizations. It highlights findings that the Polisario Front, a separatist group in Western Sahara, has documented ideological and operational connections with Iran , including receiving training from Hezbollah officers and lethal hardware such as unmanned aerial vehicles. The bill mandates that the Secretary of State submit a comprehensive report within 180 days detailing the Polisario Front's leadership, military operations, foreign sponsorship, and relationships with Iran, Russia, Hezbollah, the IRGC, and the PKK , including an analysis of any intentional attacks on civilians. Additionally, within 90 days, the Secretaries of State and Treasury must determine if the Polisario Front meets the criteria for designation as a foreign terrorist organization or for the imposition of other sanctions under existing laws. A key provision allows the President to waive any such designations or sanctions if the Polisario Front engages in good faith negotiations to implement the autonomy plan for Western Sahara proposed by the Kingdom of Morocco, which offers a high degree of self-governance within Moroccan sovereignty.
