The "Making America Safe and Secure Act of 2025," or the MASS Act , establishes a federal grant program to encourage states to implement or maintain robust firearms and firearms dealer licensing requirements. The Assistant Attorney General is authorized to provide these grants, which will be awarded for periods of three fiscal years, to states that agree to incorporate specific elements into their licensing systems. To qualify for grants, states must require individuals to obtain a firearms license for the purchase, rental, lease, or ongoing possession of firearms and ammunition. Licensing authorities, typically local police departments, must conduct thorough background checks , make a determination of suitability , and require safety training for first-time applicants. States must also establish standards for categorizing prohibited individuals based on factors like criminal history, mental health status, age, domestic violence orders, and outstanding warrants. Furthermore, the bill mandates processes for extreme risk protection orders initiated by family members, the surrender of firearms upon license revocation or protection orders, secure firearm storage, and reporting of lost or stolen firearms.
