The Electronic Consent Accountability Act of 2025 aims to ensure federal agencies comply with Office of Management and Budget (OMB) guidance concerning the disclosure of personal information. OMB issued this guidance, designated M-21-04, in November 2020, instructing agencies to implement its requirements by November 2021. This bill now directs the heads of 16 specified federal agencies, including the Departments of Defense, Health and Human Services, and Veterans Affairs, to submit a report to the House Committee on Oversight and Government Reform within 120 days of the bill's enactment. These reports must detail whether the agencies have implemented the covered responsibilities outlined in OMB M-21-04. If an agency has not yet implemented these responsibilities, its report must include a justification for the delay, a planned timeline for implementation, and the specific steps being taken to achieve compliance.
