The Combatting International Drug Trafficking and Human Smuggling Partnership Act of 2025 amends the Homeland Security Act to broaden the scope of U.S. Customs and Border Protection in foreign countries. It permits CBP employees, with the same authority as Air and Marine Operations officers, to provide support to foreign governments under approved agreements, including joint operations to monitor and deter illegal drugs, smuggling, terrorist threats, and other security risks. The amendment also expands CBP’s role in emergency humanitarian efforts, law‑enforcement capacity building, and related activities. The new provision authorizes the Secretary to expend appropriated funds to pay claims for money damages incurred by the United States in foreign CBP operations, provided the claim is filed within two years of the incident. A 90‑day report must be submitted to the House and Senate Homeland Security Committees detailing each payment, the recipient, the country, and the justification. The expenditure authority expires five years after enactment, ensuring a sunset clause on the claim‑payment mechanism.
