This bill, titled the Countering White Supremacist Extremism Act , mandates the Under Secretary for Intelligence and Analysis of the Department of Homeland Security (DHS) to create a terrorism threat assessment and reference aid. The development of this assessment must be coordinated with appropriate Federal partners, including the DHS Office of Civil Rights and Civil Liberties, and incorporate elements from the Department of State's Strategy for Countering White Identity Terrorism Globally. It will also include an overview of symbols, flags, and other references used by adherents of these organizations. The Under Secretary is required to disseminate this threat assessment to State, local, and Tribal law enforcement officials, including those in fusion centers. Additionally, it may be shared with appropriate owners and operators of online platforms, upon request, to help identify content that may violate their terms of service. A crucial limitation ensures the assessment does not contain identifiable information of individuals or organizations engaged in lawful political or public discourse protected under the U.S. Constitution.
