SPEED Act

The Small Projects Expedited Execution and Delivery Act, or SPEED Act , proposes to modify existing provisions within MAP-21 concerning categorical exclusions for projects receiving limited federal assistance. This legislation specifically targets Section 1317(1) of MAP-21, which defines the financial thresholds for such exclusions. The bill significantly increases these thresholds, doubling the limit in subparagraph (A) from $6,000,000 to $12,000,000 and in subparagraph (B) from $35,000,000 to $70,000,000 . By raising these monetary caps, the bill aims to expand the number of transportation projects that can qualify for an expedited environmental review process. This adjustment is intended to streamline project delivery by reducing the time and resources required for environmental assessments on projects deemed to have minimal environmental impact.
