This bill mandates the Secretary of Commerce to develop a comprehensive national strategy designed to bolster economic opportunity in border communities , defined as municipalities within 15 miles of a land port of entry. The strategy's primary goals include increasing job creation in critical sectors such as logistics, international trade, manufacturing, transportation, and agriculture , alongside strengthening United States manufacturing competitiveness. Furthermore, it aims to reduce the costs associated with exports and imports and expand opportunities for workforce development , including vocational training tailored to these industries. The strategy must assess incentives, recommend statutory or regulatory changes, and coordinate with other federal agencies like the Departments of Housing and Urban Development, Agriculture, and Transportation to evaluate the role of existing programs and infrastructure. The Secretary is required to submit a report on this national strategy to Congress within one year of the Act's enactment.
