This Act, known as the Rescissions Act of 2025 , enacts specific budget authority rescissions as proposed by the President in special messages transmitted to Congress on June 3, 2025. These rescissions, totaling billions of dollars, take effect immediately upon the bill's enactment, targeting unobligated balances from various appropriations acts. The rescinded funds primarily impact international affairs and foreign assistance programs. Significant amounts are cut from Contributions to International Organizations International Peacekeeping Activities Global Health Programs Migration and Refugee Assistance Economic Support Fund Development Assistance International Disaster Assistance and other related initiatives. For instance, $500 million is rescinded from Global Health Programs, with specific exclusions for HIV/AIDS, Tuberculosis, Malaria, Nutrition, and Maternal and Child Health programs, though not for family planning and reproductive health. Further substantial rescissions include $1.65 billion from the Economic Support Fund, excluding aid to Jordan, Egypt, or the Countering PRC Influence Fund, and $2.5 billion from Development Assistance, with provisos protecting commodity-based food aid and certain innovation labs. Additionally, the Act rescinds all amounts made available for the Corporation for Public Broadcasting for both fiscal years 2026 and 2027, representing a significant cut to domestic public media funding.

USA119th CongressHR-4| House
| Updated: 7/24/2025
