To direct the Secretary of Housing and Urban Development and the Director of the Bureau of the Census to conduct a study and submit a report about how Federal agencies identify and record cases of housing loss in the United States, and for other purposes.

This legislation mandates that the Secretary of Housing and Urban Development and the Director of the Bureau of the Census jointly undertake a comprehensive study. The study's primary objective is to investigate how various Federal agencies currently identify and record instances of housing loss across the United States. In conducting this research, the agencies are required to consult with key officials, including the Director of the Bureau of Consumer Financial Protection, the Director of the Federal Housing Finance Agency, and the Under Secretary for Economic Affairs within the Department of Commerce. Within six months of the bill's enactment, the Secretary and Director must submit a detailed report to specific House and Senate committees. This report must define and identify all types of housing loss experienced since January 1, 2022, determine the most common types, and identify existing Federal data sets used for tracking housing loss. For each identified data set, the report must describe its update frequency, data sharing policies, specificity, regional coverage, and an assessment of its accuracy and reliability. Furthermore, the report must recommend ways for Federal agencies to improve the identification and recording of housing loss, including through additional data collection, new data sets, or consolidation, and identify any necessary resources or legislative authorities. The bill defines "housing loss" broadly as any involuntary displacement from a dwelling unit, encompassing evictions, foreclosures, and displacement due to natural disasters.
