This also includes jurisdictions that do not comply with lawful Department of Homeland Security requests for detainers or notification of an individual's release. An important exception clarifies that a jurisdiction is not deemed a sanctuary if its policy solely protects individuals who come forward as victims or witnesses to criminal offenses.
