This bill, titled the "No Community Development Block Grants for Sanctuary Cities Act," amends the Housing and Community Development Act of 1974 to prohibit "sanctuary jurisdictions" from receiving federal Community Development Block Grants (CDBG) . It establishes new eligibility requirements, mandating that grantees must not be, nor become, a sanctuary jurisdiction during the grant period. The legislation defines a "sanctuary jurisdiction" as a state or political subdivision with a policy that restricts its government entities from sharing an individual's immigration status information with other government bodies. This also includes jurisdictions that do not comply with lawful Department of Homeland Security requests for detainers or notification of an individual's release. An important exception clarifies that a jurisdiction is not deemed a sanctuary if its policy solely protects individuals who come forward as victims or witnesses to criminal offenses.
