This bill establishes a temporary war risk insurance program for commercial vessels engaged in importing or exporting goods to and from Ukraine. For a period of five years, vessels owned by citizens of NATO member countries, Ukraine, or other nations designated by the Secretary of State will be eligible for U.S. war risk insurance, overriding certain existing limitations. Congress deems this transportation vital to the national defense and economy of the United States. The legislation also creates the Insurance for Ukraine Initiative within the Department of State, aiming to bolster confidence in Ukraine's economic recovery, encourage international investment, and promote economic integration. This initiative will coordinate with private insurers and work to ensure the secure shipment of grain and other food commodities from Ukraine. Furthermore, the bill directs the Secretary of State to provide diplomatic support to countries offering war risk insurance for Ukraine and to advocate for a multilateral insurance mechanism at the U.N. Food and Agriculture Organization.
