The Federal Trade Commission (FTC) is empowered to promulgate regulations necessary to carry out these provisions and is responsible for their enforcement. Violations of these safety requirements will be treated as unfair or deceptive acts or practices under the Federal Trade Commission Act, subjecting offenders to its penalties. This mandate will become effective one year following the date of the bill's enactment.
