Foreign Animal Disease Prevention, Surveillance, and Rapid Response Act of 2025

This legislation aims to strengthen the nation's defenses against animal diseases by reauthorizing and substantially increasing financial support for critical prevention and management programs. It amends the Animal Health Protection Act to ensure continued funding for initiatives vital to agricultural biosecurity. A key provision establishes mandatory funding from the Commodity Credit Corporation, with annual allocations significantly increasing over time. For fiscal years 2026 through 2029, $233,000,000 will be made available annually, with specific amounts directed towards various subsections of the Act, representing a substantial increase compared to previous funding levels. Additionally, the bill extends the authorization of appropriations for the National Animal Health Laboratory Network, providing $45,000,000 annually for fiscal years 2026 through 2030. It also prolongs the authorization for the National Animal Disease Preparedness and Response Program and the National Animal Vaccine and Veterinary Countermeasures Bank until 2030, ensuring these vital programs continue their work in safeguarding animal health.
