The "Stop Anarchists From Endangering Cities Act" directs the Attorney General, in consultation with the Secretary of Homeland Security and the Director of the Office of Management and Budget, to identify and publish a list of anarchist jurisdictions on the Department of Justice website within 14 days of enactment, updated every 180 days. An anarchist jurisdiction is defined as a state or local government that has refused to take reasonable steps to stop acts of violence and property destruction. The Attorney General will consider factors such as policies preventing law enforcement from restoring order, disempowering agencies, or unreasonably refusing federal assistance. Furthermore, the Director of the Office of Management and Budget must issue guidance within 30 days to federal agencies. This guidance will instruct agencies on how to restrict or disfavor these identified jurisdictions from receiving federal grants, to the maximum extent permitted by law.
