District of Columbia Non-Discrimination Home Rule Act of 2025

This legislation, known as the "District of Columbia Non-Discrimination Home Rule Act of 2025," aims to modify the Religious Freedom Restoration Act of 1993. Its central objective is to eliminate the applicability of RFRA to the District of Columbia. This is achieved by amending section 5 of the Religious Freedom Restoration Act, which defines "State," to specifically remove the District of Columbia from that definition. As a result, the District of Columbia would no longer be subject to the provisions of the Religious Freedom Restoration Act.
