This legislation directs the Administrator of the Environmental Protection Agency (EPA) to annually collect, calculate, and publish comprehensive information on greenhouse gas emissions. Specifically, the EPA must report on total carbon dioxide and methane emissions generated within the United States from fossil fuel activities, as well as emissions occurring outside the U.S. that result from the leakage and combustion of American-produced or refined fossil fuels subsequently exported. This data collection is required for the previous ten calendar years and must commence within 180 days of the bill's enactment. The Administrator is mandated to utilize the best available scientific information , including direct monitoring and disclosures from other governments, and to be guided by established international standards for greenhouse gas accounting. To ensure accuracy and transparency, the EPA must consult with the Energy Information Administration and the International Energy Agency, and make all collected information widely available to the public on its website.
