The "Rebuilding America's Airport Infrastructure Act" proposes significant changes to the Federal Aviation Administration's passenger facility charge (PFC) program , which allows airports to collect fees from passengers to fund approved projects. This legislation specifically amends section 40117 of title 49, United States Code, to revise the maximum amount airports can charge per passenger. Under the new structure, the maximum PFC will increase incrementally over several years. Beginning January 1, 2027, the charge will be capped at $5.50 , rising to $6.50 in 2028, and then to $7.50 in 2029. From January 1, 2030, onwards, the maximum charge will be $8.50 , subject to annual adjustments for inflation, providing a more robust funding mechanism for airport development.
