This bill mandates the Secretary of Defense, acting through the Office of Local Defense Community Cooperation and in consultation with the Department of State and Small Business Administration, to conduct a comprehensive study and publish guidance within one year. This initiative focuses on the conversion of abandoned factories, space centers, and military bases in rural areas into space-related manufacturing facilities and space complexes. The study aims to explore the feasibility and implications of repurposing these underutilized sites for the growing space industry. The study's elements are extensive, covering the average conversion costs by state, environmental and sustainability concerns, and the significant impact on local economies. It will also assess the technical skills and education needed for the workforce, including the effects of artificial intelligence, and explore collaboration opportunities with local community colleges. Furthermore, the study will identify viable funding sources for private sector entities involved in these conversions. Crucially, the guidance will address potential national security implications , particularly concerning United States adversaries and Space Command, and include input from private and public entities collaborating with NASA. It also requires an analysis of the current aerospace industry in rural areas by outside experts, describing best practices for such conversions. The Secretary of Defense must submit this detailed study and guidance to Congress upon its completion.
