The Electric Supply Chain Act mandates that the Secretary of Energy conduct periodic assessments of the supply chain for electricity generation and transmission, consulting with relevant stakeholders. These assessments are designed to monitor, strengthen, and secure this critical infrastructure by identifying key trends, risks, and vulnerabilities in the supply, demand, and availability of components. The assessments will specifically examine national and energy security considerations, barriers to domestic manufacturing of components and processing of critical materials, and the effects of relying on foreign entities of concern . They will also analyze workforce challenges and domestic policies that deter investment, ultimately leading to recommendations for addressing emerging issues and expanding the supply chain. The Secretary must then submit a report on each assessment to the appropriate committees of Congress, with the initial report due within one year of enactment and subsequent reports periodically thereafter.
